China’s Ministry of Commerce and General Administration of Customs announced new export controls effective November 8. Approval will be required to export items related to superhard materials, rare earth equipment and raw materials (including five medium and heavy rare earth elements like holmium), lithium batteries, and synthetic graphite anode materials. These measures align with international practices to safeguard China’s national security and fulfill its global non-proliferation commitments.
